Auckland Council’s planning committee approved 3 private plan changes for consultation last week, while rejecting one for a boundary move at the Orakei Point development (see storylink below).
The 3 approved were:
- Epsom, 3 Brightside Rd and 149, 151 & 153 Gillies Avenue, application by Southern Cross Hospitals Ltd
- Conifer Grove, 2 Te Napi Drive, application by Woolworths NZ Ltd, and
- Takapuna, Smales Farm business park, to allow residential development.
A fifth plan change proposal, concerns volcanic viewshafts & height-sensitive areas. The committee considered it in the confidential section of the agenda and didn’t release information after the meeting, other than to say the report on it “contains statutory options available to council on matters of a future plan change” to the unitary plan. It will remain confidential until the plan change is publicly notified.
Southern Cross’s application is to rezone the 9273m² on the 4 sections from residential-mixed housing suburban & single house zones to special purpose–healthcare facility & hospital zone, remove their special character overlays and amend parking provisions.
The 3-storey Brightside Hospital sits on the Brightside Rd site. Southern Cross bought the 3 Gillies Avenue properties, including the Everdell Guest House, from 2015-17.
Conifer Grove centre development
At Conifer Grove, Woolworths wants to rezone 1.92ha on a Great South Rd corner from mixed housing urban to local centre.
It’s at the entrance to Waiata Shores, where Fletcher Living is developing 5-600 houses on former Manukau Golf Club land.
At Smales Farm, Smale family company Northcote RD1 Holdings Ltd wants to modify the 11ha business park precinct provisions to enable “a significant amount of residential development, along with a proportionate increase in ‘ancillary’ floorspace, including retail, to provide for the needs of workers & new residents”.
Various highrise buildings would be built to achieve the intensity of land use intended to achieve a mixed use transit-oriented form of development, to be rolled out over 20-30 years.
