Bob Dey Property Report diary, week 28 November-4 December 2016

Just 4 weeks to Christmas, but the country hasn’t totally closed down yet.

Auckland Council has 3 public sessions on its budget through to 15 December (but the mayor hasn’t disclosed his proposal yet), and the council’s planning & regulatory committees have substantial agendas to get them underway after the election pause.

Council consent hearings are listed through to 16 December.

Statistics NZ has a long list of “maybes” to be released over the next 4 weeks, depending on whether its staff can access the required information.

There will be a flurry of activity in the auctionrooms over the next couple of weeks. Bayleys holds its final Total Property commercial auction for the year this Wednesday but Colliers has listings through to mid-December. Apartment auctions will also continue through to mid-December.

Bob Dey Property Report diary, week 19-25 September 2016

This week’s diary comes with a longer introduction – a fairly quick summation after 6 years of the super-city….

Auckland Council heads into the closing 3 weeks of its second term with a fair amount of wash-up business and recording of achievements by committees & boards.

If you were to believe everything reports on a recent survey told you about council performance, you’d think no part of the organisation did any good, or did what their primary tasks should be.

Super-city has advanced from a muddled state

In the first 2 terms of the super-city, local boards were at first relegated to nuisance value and then gradually raised themselves to prepare a range of changes to how local council business is conducted. That sounds vague, and I think at first it was.

But as the second term ends, the boards have been setting out broader objectives for dealing with local business associations, preparing plans for better provision of services in their wards, and improving their environments.

There is still a disconnect between how local boards see service requirements and how the overall council – through the governing body and parts of it such as the tenders & procurement committee and Auckland Transport – sees things, affecting contracts for public facilities and maintenance of the public realm.

That disconnect needs to be overcome early in the new council term, which will include provision for better funding of local services, more say for local boards on how things are done and better integration between local & council-wide providers.

How to handle the mix of tasks becoming clearer

The work of council committees – and if you’ve followed this diary’s weekly updates you would have seen this – has comprised a mix of local specifics, as happened under the old councils, and wider cross-border projects which weren’t easily handled under the old local government system.

One of those wider projects involves improving the state of the Oakley Creek (Te Auaunga Awa) floodplain, which has restricted housing development. Nearby, inadequate means of disposing of storm- & wastewater (separately) have long been an issue. A project of regional significance is the motorsport precinct at Colin Dale Park. Both the creek & the motorsport precinct are before local boards this week.

The value of Maori input

And although I’ve just put the Maori version of a creek in brackets behind the English version (but reversed it in the agenda reference below), local boards are coming to terms with Maori input as a vital factor in improving Auckland. Use of the word ‘vital’ is deliberate: while much of the dominant European culture focuses on practicality, it often misses the nuances which make things practical. You are now seeing green threads being woven throughout the region, reinstating the lungs that concrete & asphalt deprived it of.

A number of councillors, and plenty of voters, haven’t come to terms with the presence of a Maori contingent on council committees – elected, though through a different format from universal suffrage. Local boards are going through a more considered process of how to get Maori input, which at least signifies a new level of maturity in governance.

I mention these points above because council activity makes up a high proportion of this diary. For anyone in the property sector, these updates build up a valuable bank of knowledge for you.

Diary all about property… almost

I list resource consent applications but don’t often get back to write about the outcomes. In most cases it’s reasonable to assume consent will be granted, perhaps in modified form, but some are more contentious and the outcome will be uncertain.

Agenda entries are there to highlight debate or information of value to a property person, though sometimes the link might be obscure. One of those, listed below this week, refers to a motion before the Waiheke Local Board on wargames in the Hauraki Gulf.

It’s not a property issue but it does have wide political implications for a city that, in 2011, declared itself a city of peace. I think the most common reaction to this motion, this apparent conflict between the council’s stated position & other people’s reality is that the slogan of a “city of peace” will go on holiday for a week in November, or one of the warships will be renamed George Orwell so the city of peace can enjoy peace games.
