Unlock Avondale project gets go-ahead, Takapuna carpark decision deferred

Auckland Council’s planning committee approved the over-arching plan for regeneration of Avondale yesterday.

The Unlock Avondale high level project plan will be delivered by the city’s urban regeneration agency, Panuku Development Auckland.

Whau Local Board chair Tracy Mulholland said the plan built on work completed by the local board & community groups: “It will drive momentum for change in the area, with a focus on the town centre. The regeneration of Avondale will see current & future residents enjoying new open spaces and a purpose-built community facility, including a new library that will serve its needs.”

Ward councillor Ross Clow said the regeneration of Avondale was long overdue: “This plan is important to drive the development of quality residential neighbourhoods and to help meet Auckland’s growing demand for affordable homes. It will also address the issues arising from population growth in Avondale & the wider area.”

And Panuku chief operating officer David Rankin said a number of key moves would enable the vision for Avondale: “Panuku will work closely with the local board & community to implement a retail strategy that attracts new businesses, increasing diversity of products & services.
“The train station, upgraded bus network & new cycleways offer great transport options, and we will continue to strengthen connections between these activity hubs & the town.

“A focus for the regeneration of Avondale is working with developers to build quality residential neighbourhoods that offer a mix of housing types, including terraces & apartments. A number of significant developments are already underway in the area.”

Ockham Residential is due to complete the construction of 72 new one- to 3-bedroom apartments at 24-26 Racecourse Parade in March 2018. Through a partnership with the NZ Housing Foundation, 33 new homes are near completion on Trent St, including 21 affordable homes.

Takapuna carpark decision deferred

In other business yesterday, the council committee deferred its decision on a hearing panel recommendation to change the use of the carpark at 40 Anzac St, Takapuna, to one that enables a mix of uses.

The deferral is to allow Panuku to consult further with the Devonport-Takapuna Local Board on how this process can be progressed. It will report back to the planning committee by next March.

Updated: 2 post-auction sales; strong yields for some, no bid on others as 6 sell at Bayleys’ commercial auction

Sale of a small character building at the foot of College Hill at Bayleys’ Total Property commercial auction last Wednesday showed the right property could still sell at a yield under 5%.

That was confirmed by the post-auction sale of a Hurstmere Rd property in Takapuna, at a yield just below 4%. Also sold post-auction was a 2-storey building in East Tamaki occupied by a bar & gaming lounge, sold on a 6.5% yield.

Mind you, sub-5%, or even below 4%, isn’t quite a match for the sub-3% yields 2 old converted houses at the top of College Hill went for at auction in June.

Still, there was a buzz in the auctionroom which has been missing from most auctions in recent months, as auctioneers have tried to squeeze an offer from a smattering of mostly reluctant bidders.

6 properties were sold under the hammer at yesterday’s commercial auction. 4 attracted no bid out of the 7 passed in. Another 2 properties on the list had their auctions postponed and one was withdrawn completely.

Finance has become a central issue in all forms of property transaction, and agents told me of numerous new barriers in the way of a sale, such as insistence on tighter lease terms where those terms had previously not even been raised.

Scores of properties have been passed in without attracting a bid at auctions around Auckland this year, but the absence of a bid on the ANZ premises in the Lincoln North shopping centre in Henderson yesterday was in stark contrast to the frenzy of bidding that occurred when developer Frank Reynolds sold the centre down in 2009.

That was about 18 months into the global financial crisis, a time when caution abounded, but it was also a time when there were plenty of Chinese buyers keen on small retail & fast-food premises and willing to bid strongly. With a new 9-year lease in place, the ANZ premises sold in 2009 for $3.03 million at a 5.47% yield. On that day, all 22 units in the centre sold under the hammer.

Bendon showroom sells at auction but 3 other properties fail to attract a bid

A Bendon Retail showroom in Otara sold on a 4.4% yield at Barfoot & Thompson’s commercial auction yesterday.

2 retail assets in an Avondale shopping centre building – one with some residential potential and both with a 32.5m height limit through their town centre zoning under the new unitary plan – were passed in without a bid. A Ponsonby office unit also failed to attract a bid.
